Copy of a letter from Beatrix Farrand to Jan de Graaff, Oregon Bulb Farms discusses the complexity of Dumbarton Oaks providing bulb flowers for the National Gallery of Art and the negotiations did not come to fruition. If Dumbarton Oaks were to grow and supply the flowers for the National Gallery of Art, a government organization, then they would have had to compete with local florists under a competitive bid. It would entail a tax questions which are delicate matters.
